North County Regional Park Development

As Frederick County’s population continues to grow, our park system is also growing. The County is excited to be adding a new regional park to the system to serve the north County. 

In 2017, a proximity map of regional parks showed a gap in coverage in northern Frederick County. The Land Preservation Parks and Recreation Plan included a short-range land acquisition goal of acquiring 100+ acres for a regional County Park in the Emmitsburg/ Thurmont area. 

The acquisition goal was met with the purchase of 152 acres of land from Mount Saint Mary’s University in 2021. The property is located at 9100 Clairvaux Lane in Emmitsburg.

This project will include a Park Master Plan and Phase I Design of this future park from the newly acquired property from Mount St. Mary's University in the northern region of the County. Funding for design is scheduled for FY2027.

This park is to provide amenities included in County regional parks such as sports fields, picnic facilities, playgrounds, restrooms, park entrance, roadways, parking lots, paved hiker/biker trails, utilities and landscaping.

Master Plan

In FY 2026, The Division will initiate a Master Plan process for this park. The Master Plan Committee will include members who can address the needs and wants of all residents in the local community, including representatives of the Parks and Recreation Commission, recreation councils, athletic associations, local civic associations, and adjoining property owners. 

This will include an open house meeting held to present the proposed Master Plan and solicit public comments. This is an opportunity to invite the community to participate in the planning process.
