Who Can Apply?
Eligible applicants for Program Open Space Local (POS Local) include counties and municipalities in Maryland, aimed at providing them financial and technical support for the creation or enhancement of recreational lands and open spaces. This initiative facilitates the planning, acquisition, and development of areas for public use, improving community access to outdoor spaces and contributing to overall wellbeing.
Project Eligibility
All land acquired with POS Local funds must be held in perpetuity for public recreational use. Any change in use or ownership may trigger a conversion process, which is to be considered a last resort.
Acquisition Projects
Refer to the purchase of land for recreational purposes, ensuring that newly acquired land supports the community's recreational and open space needs.
Development Projects
Involve the enhancement of existing open spaces or recreational facilities, including the construction of trails, picnic areas, playgrounds, and athletic fields. Note that these projects are considered as 20-year capital investments, requiring meticulous planning and a vision for long-term sustainability.
Recommendations
Combine Multiple Components: To increase funding flexibility and avoid reverted funds, it is advisable to combine multiple components or elements of a project under one application when possible.
Reimbursements
Process for Partial and Final Reimbursements: Detailed steps for submitting reimbursement requests, including completion of the reimbursement form, submission of invoices or receipts, and inclusion of project photos for final reimbursements.
Reverted Funds
Management of Reverted Funds: Any remaining funds from new Municipal projects will be reverted to the municipal unencumbered balance for distribution during the next Frederick County Annual Program cycle.
